On the way to the nationwide market area, the event format Market Dialogue has established itself. Here, we inform you about the status and present current developments.

We see the market dialogue as an important communication platform in order to get into the discussion with you as representatives of the market.

The main focus of the upcoming event will be our reflections on the future capacity model of the nationwide market area as well as operational issues of the new market area manager.

Market Dialogue on June 4, 2019

On the way to the nationwide market area, we as the transmission system operators together with the market area managers have initiated important steps and processes.

During the first market dialogue at eworld in February 2019, the responsible of the project presented first considerations. Based on this we would like to invite you to the second market dialogue to present further thoughts and discuss them with you.

Information event for balancing group managers 2019

Hereby we invite you to attend our information event for balancing group managers, at which we would like to report on current developments in the market area of NCG and exchange views with market participants.

The information event will take place on Wednesday, 22 May 2019 in Düsseldorf and cover the following topics:

  • system balancing developments
  • further development of the Virtual Trading Point
  • current market data (quantities, fees etc.)
  • contractual adjustments due to suspected cases of fraudulent behaviour by balancing group managers
  • implementation of solidarity measures to safeguard the security of gas supply in Germany

We are offering two information sessions for you to choose from, both taking place on 22 May 2019:

  • 10:00 to 13:00 hours (German-language session)
  • 14:00 to 17:00 hours (English-language session)

Both sessions will be held at the Radisson Blu Scandinavia Hotel, Karl-Arnold-Platz 5, 40474 Düsseldorf. Between 13:00 and 14:00 hours all participants are invited to join us for a buffet lunch in the hotel restaurant.

Please use the registration form to confirm your attendance at the session of your choice and return it to us no later than 31 March 2019. Please note that due to limited space we cannot allow more than two persons per company to join the event.

Consultation by the market area managers on the cost-benefit analysis of the information provision arrangements pursuant to section 9(c) of the operative provisions of the administrative ruling on gas balancing (implementation of the Network Code on Gas Ba

Section 9(c) of the revised administrative ruling on gas balancing handed down by the German national regulatory authority Bundesnetzagentur (the so-called “GaBi Gas 2.0” decision which implemented the Network Code on Gas Balancing (“BAL Code”)), which is based on Article 38 of the BAL Code, places an obligation on the market area managers (MAMs) to carry out an analysis by 1 October 2018 to assess the costs and benefits of increasing the frequency of information provision to network users, reducing the related timelines of information provision and improving the accuracy of the information provided. This cost-benefit analysis (CBA) is to specify the breakdown of costs and benefits among the categories of affected parties.

The CBA now presented, which has been authored by participants from various sectors of the gas supply chain, has been produced in compliance with this obligation.

According to the GaBi Gas 2.0 ruling the MAMs are to consult stakeholders on the CBA, with the consultation results to further inform the CBA. On the basis of the CBA results, the Bundesnetzagentur will then decide on the required changes to the information provision arrangements.

Respondents are asked to submit their CBA comments and responses to the two MAMs by email (bilanzkreisverantwortliche@gaspool.de and konsultation@net-connect-germany.com).

All consultation responses must be received no later than June 4, 2018. Respondents who do not want their responses to be published should indicate this clearly. Respondents are also asked to use the consultation response form below so that the responses can be evaluated in a structured manner.

The 2018 cycle of regional meetings for network operators

The transmission system operators cooperating within the market area and the market area manager NetConnect Germany will again hold joint regional meetings for network operators throughout the market area in 2018. Participants will meet at several events to discuss current network-related topics with a practical focus. The topics include: Requirement to migrate low calorific value gas infrastructures to high calorific value quality, winter review and causes for system imbalances.

Workshop on balancing gas 2017 ("Workshop Regelenergie 2017")

NetConnect Germany GmbH & Co. KG (NCG) has hosted a workshop on balancing gas (“Workshop Regelenergie”) for balancing group managers and balancing gas suppliers in the NCG market area on 13 September 2017. In this workshop NCG discussed the current situation in the balancing market and presented the explicit design of the long and short term balancing products in MOL rank 4. BASF SE and RWE Supply & Trading GmbH delivered presentations from the industrial customer’s and supplier’s perspective as part of the workshop.

Meetings of network operators 2017

The transmission system operators cooperating within the market area and the market area manager NetConnect Germany have again hold joint regional meetings for network operators throughout the market area in 2017. 

Participants met at several events to discuss current network-related topics with a practical focus. 

The topics included: Requirement to migrate low calorific value gas infrastructures to high calorific value quality as well as further current issues.The next round of the meetings of network operators is planned for 2018.

Customer satisfaction survey

NetConnect Germany GmbH & Co. KG carried out a customer satisfaction survey in collaboration with the market research institute “SKOPOS Group” at the end of 2015. For this all market participants – Balancing Group Managers, Balancing Gas Suppliers and Network Operators -  of the NCG market area were questioned regarding their satisfaction with the collaboration with  NCG.

Herewith NCG would like to thank you for participating in this survey!

Your wishes, comments and proposals help us to further increase our customer focus. The potential for optimization regarding the improvement of the performance of the NCG Market Partner Portal is a suggestion that was frequently mentioned. Therefore, NCG will implement the increased performance during this year in order to make the Market Partner Portal even more user-friendly.

Besides, further suggestions are being examined at the moment. We hope you will understand that we cannot take all wishes and suggestions into consideration.

Surplus distribution and settlement in accordance with paragraph 6 of article 25 of the balancing group contract

In the balancing neutrality accounting period from April 2013 to September 2013, for the first time since the “GABi Gas” balancing regime was introduced NetConnect Germany produced a surplus, which was distributed to balancing group managers who operated master balancing groups in the relevant balancing neutrality period in line with the “GABi Gas” ruling and contractual arrangements.

This distribution process was successfully completed in March 2014.

In the balancing neutrality accounting period from October 2013 until March 2014 NetConnect Germany again generated a surplus. A total amount of around €186m was distributed to all balancing group managers who operated master balancing groups in the surplus period, an amount which corresponded to    €ct 0.0583/kWh based on the offtakes accounted for in the balancing groups. The distribution was completed in July 2014.

The legal basis for the distribution and settlement process is paragraph 6 of article 25 of our Balancing Group Contract Terms & Conditions.
